The goal is not to digitise paper. It is to build a verifiable system.

The Resolution of 5 June 2026 defines how the application, PDF, URL, QR code, amendments and driver copy must work.

Each DeCA has a unique URL that downloads the PDF directly.

What is DeCA?+

It is the electronic administrative control document required for certain road transport operations in Spain. For goods it replaces the control document governed by Order FOM/2861/2012; for passenger transport, digitisation applies to the route sheet governed by Order FOM/1230/2013.

When does it have to be digital?+

Law 9/2025 entered into force on 5 December 2025 and sets a ten-month period. The reference date is therefore 5 October 2026, subject to any later regulatory changes.

Can a paper document simply be scanned?+

No. The technical resolution requires a digitally native PDF generated from structured data. A scan of an existing paper document or image is not valid.

What must the driver be able to show?+

Before the service starts, the driver must receive a copy containing the QR code, either electronically or on paper. During an inspection the driver may show the DeCA with its QR code or the QR code itself.

How long must it be retained?+

For goods transport, the contractual consignor and effective carrier must be able to retain or download the documents for at least one year. The same minimum retention period applies to passenger transport operators.
